The Planned Progress for a Task is based on:

Both values can be seen from the Project > Schedule > Schedule Detail > Progress tab.
Planned Effort
This value describes the amount of effort expected to date (calculated up to the previous day).
Total Hours Required
This is the estimated effort of the Task.
Remember a resource (real or generic) needs to be assigned to the Task for the planned progress calculation to be made, if no user is assigned the hours will show as 0:00.
If the Task is planned for a future start date, the planned effort and planned progress will be 0.
