Loaning requires that a resource is allocated to a team before they are able to be assigned to a task.

Delegation requires that your company has enabled the use of the Delegation feature.

Loaning makes managing a team easier for the PM, as the PM has visibility and control over his resources.
Delegation allows for more realistic project planning, as each resource is assigned to carry out individual tasks, leaving any time between tasks available. This differs from loaning, as when a resource is loaned they will be considered to be working for the length of their assignment.
