The Costs and Rates tab found within the Project - Finances sub-menu allows you to set the cost incurred per hour, along with the revenue gained per hour of effort within the project.
To enter editing mode double click on one of the lines.

Each Profile will be listed along with the Time Types defined by your company. 
Admin > Configuration > Company Preferences > Time Types - Project Related

For each Profile, you are able to activate or deactivate each given time type using the checkbox.
Additionally, you are able to set both the Cost/Hour column and Rate/Hour column associated with the time type.
These costs and rates will then be used as a default for any new resource added to the project. 

The final column includes a checkbox to propagate this new value within your project.
If you leave this unchecked then the amendments will only apply to any new resource added to the project.

To modify individual resource costs and rates, go to Resources > Users > General Information

If you set the Blueprint Template Project to have the correct rates for each Profile type it will mean whenever Resources are added to the Project they should have the correct values - Leaving less work updating individual rates on the Resources Sheet. 

You can also set which currencies appear available for a project using a blueprint.
