The Costs and Rates tab allows for a cost or rate per hour to be entered company-wide against a Profile:

You can set the cost and rates for Resources for individuals from the Resources > Users > General Information screen.

If you need to set the costs and rates for a Resource at Project level (instead of a profile) this can be configured within Project - Finances - Resources Sheet.
